One Family BBL General Suggestions Intro

The District of Columbia government requires all residential landlords to establish and remain in regulatory compliance. These requirements include obtaining a Basic Business License (BBL) and either an exemption or registration under the Rental Housing Act. Failure to do so may subject landlords to significant fines and penalties for non-compliance, may cause problems for landlords in enforce leases against tenants and may give tenants opportunities to assert defenses regarding non-compliance. 

We know that obtaining the BBL and filing the required forms can be challenging and in some cases bewildering. We have attempted to make this required process simpler by furnishing our clients with the attached “One Family BBL General Suggestions”, which is intended to provide general basic information and some guidance on completing the required documentation and complying with the District of Columbia law. 

The general suggestions are based on research and information we have obtained as of August, 2014. Information, phone numbers and addresses are subject to change, so we would appreciate feedback from clients in the event that any of the information in the general suggestions or a particular policy has changed. We do not file applications or submit forms for regulatory compliance on behalf of our clients, and we do not review or confirm any client applications or filings. We do not keep copies of BBL documents filed by our clients. The proper applications, payment and filing of required documents are the sole responsibility of the landlord. 

Please confirm that you keep a copy of all completed applications and forms and note the date that you mailed or transmitted such documents to the District of Columbia Government in case proof of filing is needed in the future. In person filing (and obtaining a stamped copy) is best, followed by online or certified mail filings. 

The BBL license and registration/exemption are valid for only two or four years (depending on what option is selected). The landlord is responsible to renew prior to expiration whether or not you receive a renewal application and billing. If you do not receive a renewal notice from DCRA within two months prior to the BBL expiration date, contact DCRA to obtain the renewal paperwork.
